This study group addresses policies to balance between tourism to cultural heritages including world heritages and disaster mitigation for cultural heritages, and policies for budget plans and donation enhancement for inheritance and conservation of cultural heritages.

1. Study Project on Heritage Tourism
 (1) Protecting and conserving core zones of cultural heritages from excess tourism influences
Focusing on influences from the excess number of tourists, the study first collects basic data on the present situation of tourism and the conservation of cultural heritages through questionnaire surveys, etc. Present issues on this topic are to be elicited from the surveys.

(2) Developing policies for decent buffer zones which are promoted by UNESCO
For inheritance of cultural heritages, it is essential to put in place plans and policies on comprehensive disaster mitigation for historic cities which include buffer zones enhancing the conserving of cultural heritages. The study aims at identifying central issues to be considered when planning disaster mitigation for buffer zones with involvement of industry-government-academia-community groups.

(3) Planning evacuation guidance and evacuation shelters for tourists to cultural heritages
As well as to protect human life, does smooth tourists’ evacuation lead to promote quick fire extinction on cultural heritages and removing movable heritages to safe places. The study intends to suggest evacuation plans with consideration about facilities and evacuation systems to be prepared in advance to disaster for tourism destinations.

2. Study Project on Cultural Administration
(1) Promoting conservation of cultural heritages with focus on governments’ policies, budgets, tax systems and donations in countries around the world
The study aims to illuminate present conditions of conservation policies and systems of, and links between, restorations of tangible cultural heritages and “rites (intangible cultural heritages)” inextricably linked to tangible ones. Then issues on conserving and inheriting tangible and intangible cultural heritages and their financial management are to be addressed.

(2) Administrative policy of disaster mitigation for cultural heritages with economic dimension
The study copes with conservation policies for cultural heritages with economic dimensions such as “Willingness To Pay (WTP)” for heritages by local residents and tourists. In addition, the study intends to propose a methodology to shrink gaps between effective and efficient measures which would be implemented by governments for disaster mitigation for cultural heritages and measures acceptable to local residents who could get adverse influences from the governments’ measures.
